Consultation Responses

SPF response to City of Edinburgh Council Non-Statutory Supplementary Guidance Developer Contributions

SPF response to City of Edinburgh Council Non-Statutory Supplementary Guidance Developer Contributions

In our response we have raised member concerns over adoption of the City of Edinburgh Council’s developer contribution guidance as non-statutory in its current form. We have highlighted unresolved concerns from previous consultations even after a directive from the Scottish Government.

We have raised concerns over the potential negative impact on development viability, especially for housing. The proposed contribution levels - particularly for education and healthcare - are disproportionately high and could deter development.

We recommend a proportionate approach, supported by formal public consultation and independent scrutiny to better reflect market conditions and support the much-needed housing delivery amid the ongoing housing emergency.
