In our response, we highlight the need for clarity on transitional arrangements where replacement Local Development Plans are delayed, stress the importance of consistent and timely planning obligations, and urge the Scottish Government to provide model clauses to streamline practice. We also call for clear national guidance on viability, including profit benchmarks and indexation start dates, emphasising that indexation should run from planning permission, agreement, or development commencement to ensure compliance with NPF4 Policy 18 without undermining viability.
